What is Neighbourhood Planning?

Neighbourhood planning enables communities to play a much stronger role in shaping the areas in which they live and work and in supporting new development proposals. This is because unlike the parish, village or town plans that communities may have prepared, a neighbourhood plan forms part of the development plan and sits alongside the Local Plan prepared by the local planning authority. Decisions on planning applications will be made using both the Local Plan and the Neighbourhood Plan, and any other material considerations.

Neighbourhood planning provides the opportunity for communities to set out a positive vision for how they want their community to develop over the next 10, 15 or 20 years, in ways that meet identified local need and make sense for local people. They can put in place planning policies that will help deliver that vision or grant planning permission for the development they want to see.

Communities that take a proactive approach by drawing up a Neighbourhood Plan and securing the consent of local people in a referendum, will benefit from 25 percent of the revenues from the Community Infrastructure Levy arising from the development that takes place in their area.

A Neighbourhood Plan will help to give us more power to develop a shared vision for our neighbourhood and shape the development and growth of our local area. We will be able to choose where we want new homes and other buildings to be built, have our say on what those new buildings should look like and what infrastructure should be provided, and grant planning permission for the new buildings we want to see go ahead. Neighbourhood planning provides a powerful set of tools to ensure that we get the right types of development for our community where the ambition of the neighbourhood is aligned with the strategic needs and priorities of the wider local area.

We can choose to set planning policies through a neighbourhood plan that is used in determining planning applications.

June 2018

The Neighbourhood Plan is 'Made' meaning that it is now fully adopted for use in planning decisions.

 

THE REFERENDUM RESULT

The question which was asked in the Referendum was:

“Do you want Borough of Telford & Wrekin to use the neighbourhood plan for Edgmond to help it decide planning applications in the neighbourhood area?”

The count took place on Thursday 19 April 2018 and 94.2% of those who voted were in favour of the Plan being used to help decide planning applications in the plan area. A report has been prepared for the 31 May 2018 Cabinet meeting seeking to have the Edgmond Parish Neighbourhood Plan “made”.

April 2018

The Referendum is on 19th April. Your Parish Council and T&W Council support and approve the Neighbourhood Plan and ask that you vote YES in the referendum.

 

March 2018

At its meeting on 15th February 2018, Telford & Wrekin Council approved the Edgmond Neighbourhood Plan to proceed to referendum. The date on which the referendum will take place is agreed as 19 April 2018.

A copy of the Edgmond Neighbourhood Development Plan together with a statement setting out the Council’s decision to proceed to referendum and the reasons for that decision can be viewed on the Council’s website at: https://www.telford.gov.uk/edgmondndp. You will also find documents related to the Referendum including the Information statement on this website.

February 2018 

Telford & Wrekin Council’s cabinet is set to give the go-ahead for Edgmond's Neighbourhood Plan  to proceed to public referendum. The council’s cabinet, which meets on 15 February, is being recommended to take the decision – subject to modifications to the plan suggested by an independent examiner being made. If cabinet gives the green light, it is likely that the public vote will take place in April.

We are poised to become the third Parish in the borough to progress a Neighbourhood Plan to the final stage of a public referendum. If the plan receives positive local support at the referendum and is formally adopted, it will be used by Telford & Wrekin Council to help determine planning applications in the Edgmond Parish area.

“The Edgmond Parish Neighbourhood Plan follows extensive community engagement led locally and is therefore a product of the community with policies reflecting the views of residents... January 2018

November 2017 - progress report

The Parish Council has received confirmation that the Examiner has now received all the information he needs to undertake the examination of our draft Neighbourhood Plan. Our Clerk has been busy liaising with T&W Officers to ensure that all the information that he had requested was available so that he has been able to see the audit trail of our consultation.

Based on this, he has decided that a hearing will not be necessary and he will complete the examination through written representations and submitted evidence.

 

October 2017 - update

We are approaching the end of the Regulation 16 consultation period. You can still make your views on the Edgmond Neighbourhood Plan known to he Inspector by following the link below.

The Clerk of the Parish Council has made the following submission:

Edgmond Parish Council continues to support the Neighbourhood Development Plan as submitted for Regulation 16. Extensive community engagement took place over a period of time, to ensure that everyone had an opportunity to put forward their views, or at the relevant times, question the draft Plan. This included important engagement with representatives of Harper Adams University.

Following the submission of the Plan, we attended the hearing of the Appeal on an application submitted in Shrewsbury Road, for 85 homes by Gladmans. As you are aware, TWC had refused this application as it is outside of National and Local Planning Policies and this decision was upheld by the Inspector at the hearing on 26th September.

I attach the refusal notice, which contains important comments and evidence used in the decision and are in line with the TWC emerging local plan and the Edgmond Neighbourhood Plan. It is our intention to refer to, and use, some of the statements included within the decision notice especially when relating to the

“need to protect the only gap between the University’s large campus and the village of Edgmond, completely altering its rural character and causing “severe harm” to the setting of both.”

We believe that the Landscape Assessment was an important factor in the decision and is equally as important as an appendix to our Neighbourhood Plan, it is also our intention to make more reference to the document within the final Referendum Version of our Plan.

 

September 2017 - update

We have now submitted our Neighbourhood Plan to Telford & Wrekin Council for publication and formal consultation before it is independently examined. The Plan is accompanied by supporting documents including a Basic Conditions Statement and a Consultation Statement.

Our Neighbourhood Plan establishes a long term view for the Edgmond area and will help to deliver the local community’s aspirations and needs for the plan period 2017 - 2031. It sets out a number of key objectives and planning policies which the Edgmond Parish Council wishes to be used to help determine planning applications in the Edgmond area.

The Edgmond Neighbourhood Plan is being referred to an independent person for independent examination. As required by Regulation 16 of the Neighbourhood Planning regulations 2012, the Council is inviting representations on the submission version of the Edgmond NP. The consultation will run for a period of 6 weeks, starting from 14 September 2017 until 5.00pm on 27 October 2017.

Where we are now - July 2017

We're very happy to be able to say that the Edgmond Neighbourhood Plan has now moved forward considerably. We have reached what is known as Regulation 15. This version takes into consideration all comments received via the various consultation exercises undertaken over the last few months. The document represents your views on how you want Edgmond to develop during the period of the Plan through to 2031. After a final screening process it will soon be available for you to view.

In order to enhance our Neighbourhood Plan the Parish Council engaged the services of a Planning Consultant who has developed a Character Assessment of the Parish Plan area. We invite you to take a look and trust that you will be pleased with the Report and associated documents. They can all be found on the table on the bottom left of this web page.

Very soon we will be in a position to publish the Neighbourhood Plan and Evidence Base.

 

The Draft Neighbourhood Plan 2017

Edgmond Parish Council is pleased to announce that the Draft Neighbourhood Plan and associated Strategic Environmental Asessment (SEA) and Habitat Regulation Assessment (HRA) screening reports have now been submitted to Telford & Wrekin Council as part of the Regulation 14 Consultation.

This important period within the process to develop a Neighbourhood Plan for Edgmond Parish commences on Monday 16th January 2017 for a period of 6 weeks, closing at 5pm on Monday 27th February 2017.

The Draft Plan and accompanying Environmental and Habitat Regulation Assessment Reports can be found on the Parish Council website (see above for the links) and on the Telford & Wrekin Council website .

All comments must be sent to the Parish Council, for the attention of the Clerk, Katrina Baker MBE, and either posted to Oaklands, Waters Upton, Telford TF6 6NP or emailed to edgmondpc@btinternet.com.

Receipt of all comments will be acknowledged.

The Neighbourhood Plan Questionnaire

Every home and business within the Plan Area has received a Neighbourhood Plan Questionnaire. Please spend a few minutes completing the questionnaire and in particular let us know your thoughts if you DISAGREE with the draft policies. It is very important that we hear your views and that you explain your reasons for disagreeing with any points.

 

Drop-in Sessions for local residents 22, 23 & 24 Sep 2016

The Steering Group arranged three drop-in information sessions at  the Village Hall to hear people's views on what's important within the parish and how it should develop in the future. The displays were grouped under 8 headings:

Traffic & Transport, Roads, Pavements & Street Lighting, Housing, Employment, Rights of Way, Community Amenities, Community Safety, Green Spaces. 

Visitors were asked to share their views on each of these subject areas with some questions posed to help stimulate debate. A summary of the information on display may be viewed if you click here.

This event was designed to raise awareness, receive ideas and to invite anyone who was interested to join the Steering Group. Although not attended by many people this session resulted in a broad range of subject areas being raised. Click here for more information.

 

The Borough Council Receives our Application

The Borough of Telford and Wrekin (“the Council”) has received from Edgmond Parish Council an application under Neighbourhood Planning Regulation 5 for the Council to designate the area comprising the Edgmond Parish Council area as a neighbourhood area within the meaning of section 61 G of the 1990 Act. Click here to see a copy of the letter.
